SERPRO S.A. is a Chilean software engineering private company dedicated to the production of complex languages and applications for a wide variety of data processing services. SERPRO was established in Chile in 1984, as a continuation of Delta Systems Consultants Inc., based in Miami , Florida , since 1978. Within the staff members of SERPRO, there are engineers and specialists with a vast knowledge of computer science, a long career and participation with international organizations (U.N. Economic Commission for Latin America, U.N. Latin American Demographic Center , U.S.A.I.D., Organization of American States, etc.), Chilean governmental entities, and private companies and non-governmental organizations throughout Latin-America, Europe, Africa and the United States .

The main engineering staff of SERPRO is composed by the authors of two of the most important languages for managing statistical data in the past decades: CONCOR, widely used for validation and imputation, adopted by the International Program Center of the U.S. Bureau of the Census (IPC) as a standard for their data processing activities; and ISSA (Integrated System for Survey Analysis), a software package that has offered incredible flexibility and efficiency for the data processing of census and surveys all over the world.

In June 2002, SERPRO detected the need for a multi-user version of the CSPro public system and started the development of what we have called CSProX which contains many enhancements over the public system of which, the client server internet/intranet feature is the most robust and important of them all. It's important to point out that the option of making use of the CSPro source code was part of the initial SERPRO contract, giving away the ISSA source code to become the starting point and basis for the CSPro development.

In 1999, SERPRO signed a contract with MACRO International Inc. -who in turn signed a contract with the U.S. Agency for International Development (USAID)- for the development of a new piece of software called CSPro (Census and Survey Processing System) that was mainly based on the powerful ISSA problem oriented language and its concepts, adding the simplicity of IMPS (Integrated Microcomputer Processing System) developed by IPC. CSPro is constantly under development and will keep this way for the foreseeable future. In addition to the SERPRO development team, is working together staff of IPC and MACRO International aiming to the best possible package in the statistical field.

Among many other large pieces of software, SERPRO developed in 1995-1996 a system called EDIGATE, an Electronic Document Interchange (EDI) Security and Digital Signature system. This software was developed for a Chilean company oriented to the Value Added Network business and currently, leader in the EDI field in Chile , covering about 90% of the national foreign trade message interchange between customs agents and the custom governmental office.

At the end of 1985, SERPRO signed a contract with Westinghouse Electric Corporation to develop ISSA, development that took place until late 1991. Between 1991 and 1998, SERPRO continued with the ISSA development adding new features and new operating systems platforms. ISSA was a tool for developing PC applications in DOS, UNIX and WINDOWS environments, on processors with Intel or Motorola architecture. It was originally designed for processing surveys and censuses, but its capacities got to cover the whole range of applications for the processing of office data. ISSA had the great merit of being the first statistical system in integrating the three main stages of a survey processing (data entry, editing & imputation and tabulation), under the umbrella of a common data definition and one common language. This feature is, among others, the one that allows a quick turn around of data, minimizing the elapsed time of a survey data processing.
